This conference was dedicated to the topic of 'Transition to open and on-line education in European universities'. Massive open online courses (MOOCs) and open educational resources (OER) were key topics of the conference. This petition reflects the mobilisation of research communities, including younger scientists, the members of learned societies and of concerned citizens. It complements the open letter of 42 European Nobel Laureates and 5 Fields Medallists recently published in the major European newspapers.

ERC Starting Grant holders, organised in the Young Academy of Europe, are some of the first signatories of the petition, which also stresses the importance of funding provided by the European Research Council (ERC) for the attractiveness of Europe for top researchers.

The petition is coordinated by the Initiative for Science in Europe (ISE).

Los niños finlandeses de hoy estarán el día de mañana entre los profesionales más preparados del mundo. No lo predice ninguna bola de cristal, lo auguran datos objetivos. Desde que la OCDE comenzara en el año 2000 a elaborar su informe PISA, Finlandia ha acaparado los primeros puestos del podio en Europa por su excelente nivel educativo.

Objective of the consultation

The objective of the consultation is to explore the perceived need - mainly but not exclusively among education and training stakeholders – for EU action to promote the use of Open Educational Resources (OER) and of ICT in education.

New technologies, in particular the internet, together with globalisation and the emergence of new education providers, are radically changing the way people learn and teach. Open access to education resources offers an unprecedented opportunity to enhance both excellence and equity in education. The EU aims to help both individual learners and education and training institutions in Member States to benefit from these opportunities and to increase their contribution to society.

In the last quarter of 2012, the Commission will present a Communication on Rethinking Skills aiming to increase the quantity, quality and relevance of skills supply for higher economic and social outcomes. This will, among other actions, announce a new EU Initiative on "Opening up Education": a proposal to exploit the potential contribution of ICTs and Open Educational Resources (OER) to education and skills development. This new EU initiative on "Opening up Education" will be the topic of a subsequent Communication in mid-2013.

eTwinning es la comunidad de centros escolares de Europa.

Ofrece una plataforma a los equipos educativos (profesores, directores, bibliotecarios, etc.) de los centros escolares de uno de los países europeos participantes , para comunicarse, colaborar, desarrollar proyectos o lo que es lo mismo, sentirse y ser parte de la comunidad educativa más atractiva de Europa.

La iniciativa eTwinning promueve la colaboración escolar en Europa utilizando las tecnologías de la información y la comunicación (TIC) y apoya a los centros escolares prestándoles las herramientas y los servicios necesarios que faciliten su asociación para trabajar en común cualquier tema.

El portal eTwinning (www.etwinning.net) es el principal punto de encuentro y el lugar donde trabajar juntos. Está traducido a veinticinco idiomas, cuenta con unos 170 000 miembros y unos 5324 proyectos* realizados entre dos o más centros escolares de Europa. El portal proporciona las herramientas en la red para que los profesores encuentren socios, pongan en marcha proyectos, compartan ideas, intercambien sus mejores prácticas y comiencen a trabajar juntos inmediatamente, sirviéndose de las distintas herramientas, hechas a la medida, a su disposición en la plataforma eTwinning.

eTwinning nació en 2005 como la iniciativa más importante del Programa de aprendizaje eLearning de la Comisión Europea y desde el 2007 pertenece al Programa de aprendizaje permanente . Su Servicio central de apoyo está dirigido por European Schoolnet, una asociación internacional de 33 Ministerios de educación europeos que promueven la educación en los centros escolares, los profesores y los alumnos de toda Europa. eTwinning recibe también asistencia a nivel nacional de sus 35 Servicios nacionales de apoyo
