Free As In Beer: Cybernetic Science Fictions - A paper delivered at the 2009 Pacific Ancient and Modern Languages Association Conference by Jeremiah Axelrod and Greg Borenstein that describes how British cyberneticist Stafford Beer's writing, infographics, and industrial design for his ambitious Cybersyn Project worked together to create a science fictional narrative of omniscience and ominpotence for Salvador Allende's socialist government in Chile.

What pricing is for market allocation, and decisions are for planning, mutual coordination is for commons economics. Two previous experiments, the failed Russian internet described in Francis Spufford’s Red Plenty and the Cybersin experiment described in Eden Medina’s Cybernetic Revolutionaries, failed. The long-awaited education reform — preceded by a corporate tax increase that will raise $8 billion annually for education and other social programs — addresses a key promise made by Bachelet and her center-left New Majority coalition during the 2013 electoral campaign. It has been widely hailed as a major step toward dismantling the market-based and socioeconomically segregated education system, a legacy of the Pinochet dictatorship (1973–1990). According to the Chilean NGO Educación 2020, a key actor in developing the reform package, “This law changes the Chilean education system, the most commodified in the world, by transforming education from a consumer good to a social right.”

The challenges faced by Cybersyn’s protagonists were not unique to their era — we will face similar ones. While the project was far from perfect, its lessons should not be ignored by those seeking a future where technology is democratically harnessed for social good.

The Socialist President Salvador Allende was elected to power in Chile in 1970, and embarked upon a series of radical reforms to Chilean society and the economy. As an alternative to a Soviet style centrally planned economy, Allende’s government instead looked for another route through which to replace the market.

On 12 November 1971, in the presidential palace in the Republic of Chile, President Salvador Allende and a British theorist named Stafford Beer engaged in a highly improbable conversation. Beer was a world-renowned cybernetician and Allende was the newly elected leader of the impoverished republic.

The book launch of Revolucionarios cibernéticos will take place August 28 at 7:30pm at the Fundación Salvador Allende (Av. República 475, Santiago de Chile) as part of a series of events commemorating the 40-year anniversary of the Unidad Popular.
