"Even when learning is valued, how can leaders find time to do it? I've worked in organizations where professionals and managers go 10 years or more without participating in development programs. Obviously, this isn't acceptable. But what can we do?"
My response:
1) See the learning culture as a corporate asset
2) Focus content on what makes sense strategically - supports the business needs of the company
3) Move L&D programs into cloud-based mobile delivery platforms
